The Adaptation Benefits Mechanism (ABM) is a results-based finance mechanism that aims to attract public and private sector funding to projects and programmes, enabling households, communities, economies, and ecosystems to adapt and build resilience to the negative impacts of climate change.
The ABM introduces the concept of certified adaptation benefits, which are obtained through a rigorous approval and verification process. It provides valuable information for transparency under the Paris Agreement and other reporting obligations, such as those related to the Sustainable Development Goals, corporate social responsibility (CSR) strategies, the Global Reporting Initiative and the United Nations Global Compact. The purchase or off-taking upon delivery of certified adaptation benefits creates a revenue stream, or an additional revenue stream for impactful adaptation and resilience initiatives, which would not be feasible otherwise.
To do so, the ABM Executive Committee adopted key documents for facilitating stakeholders with the development of ABM methodologies and activities, such as guidelines on the ABM activity cycle; a glossary of terms; social and environmental safeguards, and a grievance mechanism. The ABM Executive Committee also established a Methodology Panel and a Roster of Experts to assist it with the approval of new ABM baseline and monitoring methodologies, which was followed shortly by a first submission.

It is a pleasure to have the opportunity to participate in the timely launching of the innovative ABM, which comes within a context of an increased need of developing countries to address the recurring climate hazards directly affecting the most vulnerable communities and ecosystems, particularly in Africa. I hope I can bring my experience to support the transformation of ABM from an innovative concept to an effectively operational mechanism by the end of its pilot phase.

MR. GIBSON KIRAGU

Dr. Randall Spalding Fecher has more than 20 years’ experience in energy and climate change policy. He has special expertise in results-based climate finance, GHG mitigation methodologies and project development. Randall has supported the next generation of carbon market and climate finance funds, such as the Transformative Asset Carbon Facility, and Carbon Partnership Facility and has worked with Multi-lateral Development Banks on GHG accounting and climate finance labelling. He is leading the development of some of the first pilot activities that could inform future crediting under the Paris Agreement. He led the “Impact of CDM” research for the High-Level Panel on the CDM Policy Dialogue, reviewed and consolidated more than 40 CDM baseline and monitoring methodologies, and served as a consultant to the UNFCCC on a variety of technical issues.
MR. RANDALL SPALDING-FECHER

Todd Rosenstock is an Environmental Scientist with the World Agroforestry Centre (ICRAF) where he investigates how smallholder agriculture affects the environment and society. In particular, Dr. Rosenstock’s research applies observational and manipulative experiments, data synthesis and modeling techniques to understand the synergies and tradeoffs among food production, soil health and climate at farm- and landscape scales and optimize local and global benefits from agricultural systems in developing countries. Methods development for monitoring social and environmental change and climate-smart agriculture are integral theme of his current work.
